As long as we can read the hard drive we use special software that can read a hard drive and copy all of the programs and data off of that drive into a new PC. This is unheard of with computers. The normal procedure to reload all of your programs on a computer goes like this.
1. Curse.
2. Pray.
3. Try to remember all of the programs you use.
4. Try to find all of your install disk and install codes.
5. Do all of the work from step 4.
6. Hope you have a data backup, if not the computer has to go into the a computer shop to get it.
7. Move the backed up data back into your programs.
